Explanation of Responses:

1. Represents shares of restricted stock awarded to the reporting person in his capacity as a Director of Issuer as a partial match for open market purchases pursuant to the 2019 HireQuest, Inc. Non-Employee Director Compensation Plan. These shares vest November 14, 2025.

2. Shares awarded pursuant to Compensation Plan. See note 1. The closing price of the Issuer's Common Stock on Nasdaq on the date of the grant was $15.35.
