Explanation of Responses:

1. Each restricted stock unit represents a contingent right to receive one share of Blink Charging Co. (the "Issuer") common stock.

2. The Reporting Person received restricted stock units granted under the Issuer's 2018 Incentive Compensation Plan with respect to service as a director during 2024-2025. The restricted stock units vest upon the earlier of (a) July 18, 2025 or (b) the date immediately preceding the next annual meeting of stockholders of the Issuer.
